For more context, please see [JIRA issue LG-16254](https://cm-jira.usa.gov/browse/LG-16254) This is a temporary change to allow a partner agency to test the facial matching flow in `int` using custom data that matches what they have on their end. The plan is to let them know today when the change is live in `int`, and when they're done testing, I will revert this PR.
