MSIX command

Add a command to build an MSIX package (alongside sdist and wheel).

Design TBD, but some high-level ideas:

• appxmanifest file must be included, not generated
• build-time tasks to update the appxmanifest metadata
• resources.pri generation can be automated
• Image resources can be in a subclass of Package that basically fixes the name and triggers generation
