HLEP！How to use rtsp for streaming？

Hello, I'm trying to push the RTSP stream of a USB camera again. I'd like to ask how to set the output to rtsp. Here is my complete code. The Error message is ffmpeg::Error(1330794744: Protocol not found). Please kindly instruct me.
