We have Robotics team from University where we develop robots for competition. Particularly Robocon.

The competition is every year and we participate every year. So we carry each year's experience into another.
Also, some of our team members keep on changing as they graduate from University.

Each team member is very talented and has a role in the team.

How can we develop a decentralised system where everyone can suggest anything, recommend, vote freely.
What aspects to keep private and what will be public can be decided later.

Also, should have database where we can store videos, resources and experiences so that future teams can take help from.

How can we implement such system?
