[SDK] Different output from zksync-js and zksync-python sign order

Issue Description

Output from zksync-js and zksync-python SDK sign order function is different with same inputs. Amount seems to be different because of the value packing the SDK is doing

Expected Behavior

The sign order output would be consistent across SDKs
