Added Custom Quirk for Tuya TS0013 (_TZ3000_snq47izk) 3-Gang Switch on ZHA

This update introduces a custom ZHA quirk to fix the well-known issue with Tuya TS0013 (_TZ3000_snq47izk) Zigbee switches, where all gangs (buttons) switch together when triggered via Home Assistant automations or UI.
By applying this custom quirk, each gang now operates independently, enabling proper automation and entity control in Home Assistant.

Issue:
When controlling any gang from Home Assistant, all three gangs toggle simultaneously due to the default ZHA OnOff cluster behavior. This is caused by Tuya’s custom Zigbee implementation.
