MUMUBIZ - Zigbee rain sensor with Tuya solar panel MS25040703

I write a quirks for this model

adds a minimal quirk for the Tuya TS0207 rain sensor (model _TZ3000_mqiev3jk) to ensure proper behavior with ZHA.

Context:

Out of the box, the device remains in deep sleep mode and does not respond as expected. Once this change is applied, the sensor wakes up properly and functions as a standard IAS Zone device.

Tested and confirmed to work reliably on ZHA with Home Assistant.
