Can quirks v2 control the attribute reporting interval?

Hello, if I want to control the reporting interval of attributes (especially private Cluster) in the code, what parameters should I set?

No. It can only be statically set in v2 quirks, as mentioned above, or in the relevant ZHA code (e.g. the cluster handler for IlluminanceMeasurement).

Is there a reason you need/want to allow users to configure this separately for some device?
If it's only for debugging, I believe zha_toolkit (custom third-party component) allows you to do this via service calls, but I'm not sure if it still works with the latest Home Assistant versions.
