ZetaChain call/withdrawAndCall: throw error if gas limit is less than `MIN_GAS_LIMIT`

• Read MIN_GAS_LIMIT value from the Gateway contract
• Throw an error if callOptions.gasLimit < MIN_GAS_LIMIT without sending a transaction

We probably don't need to read the value from the Gateway (extra request) as the value doesn't change, it's a constant. I'm not super comfortable hard-coding it either.
