Large amounts of Functions labeled with "Function_(address)" are not defined as functions

This is happened with multiple Xbox 360 games, but for some reason a good chunk of Functions labeled as "Function_(address)" after auto-analysis are never defined as functions, and require being defined either by hand or by script.
