This introduces the release notes and migration guide for Zephyr 4.3.0 earlier so that people have a placeholder to start adding content as they line up pull requests for the 4.3 release. This commit is almost identical to 3ef9540 but has changed "4.2" to "4.3" and "4.1" to "4.2". Signed-off-by: Jeppe Odgaard <jeppe.odgaard@prevas.dk>
