Some video drivers lack of CI tests

When adding new drivers, the following drivers do not have CI (built-only) test cases added together with the driver

• stm32_dcmi
• esp32_dvp
• smartdma

Describe the solution you'd like

Test cases should be added for the above drivers, at least built-only tests

Reopen because there are still stm32_dcmi and esp32_dvp drivers need to be done.
