kconfig: menuconfig: Template parameters not rendered in text descriptions

It would be nice if Kconfig template parameters could also be expanded inside of prompt and help strings as well.

This would have to be addressed in kconfiglib. Not sure it ever worked for prompt strings tbh (but probably should).

Adding @JordanYates as he's recently done some work on kconfiglib. He probably can give some input on whether this would be easy to fix or not -- and if not, maybe we should fix the offending KConfigs, I had a quick look and I think we're only looking at only about a dozen help strings that would need updating.
