Add a fuel-gauge emulator backend hook that gradually changes voltage/current #58347

Is your enhancement proposal related to a problem? Please describe.
As pointed out by @keith-zephyr comment in #58346 (comment), fuel gauge emulators require the current + voltage to be directly set. However, we could allow the voltage/current to gradually change by adding recurring work items until it settles on a particular voltage/current. This is significantly more realistic in terms of emulated testing.
Creating this issue for tracking purposes.
