Build Failure: Mesh Sample with Controller Disable (CONFIG_BT_CTLR=n) on nRF52840dk (zephyr 4.0.0)

• Zephyr Version: Zephyr 4.0.0

• Board: nrf52840dk/nrf52840

Configuration:

 CONFIG_BT_HCI=y
 CONFIG_BT_H4=y
 CONFIG_BT_CTLR=n
 CONFIG_BT_EXT_ADV=y
 CONFG_BT_HCL_FLOW_CONTROL=y
 CONFIG_BT_SETTING=n
 CONFIC_NVS=n
 CONFIG_SETTING=n
 CONFIG_HWINFO=n

• Steps to Reproduce: Clone Zephyr 4.0.0 and initialize the environment. Apply the above configuration in prj.conf. Build the mesh sample (samples/bluetooth/mesh). Observe the error
• Expected Behaviour: The build should complete successfully.
• Note: Same build configuration work in previous version 3.6.0 and 3.2.0 zephyr
• Observed Behavior: It give the linking error as Undefined reference to " __device_dts_ord_133"
