bluetooth advertise big bug

bluetooth host have problem advertiser change rpa when put together advertise report this confuse putting together system and throw away advertise data maybe good data controller fix rpa then no problem happen

advertise data get lost because of this apps need all advertise info dont work right

zephyr version i dont know hardware i dont know bluetooth host config

make advertiser use rpa scan device try put together advertise report advertiser change rpa see what happen on scanner

this about bluetooth host do wrong thing with rpa when advertise maybe need fix host code so it know rpa change dont throw good data
