Yet, for this particular case it was actually a real bug when trying to build using Windows host.

I notice you are using a custom ocean_evb board, so if you still experience problems, please see if you can re-produce also with a board from the Zephyr tree.

Are you still building for custom board ?

What happens if you build for nrf52840dk_nrf52840 or the qemu_cortex_m3 board ?

Those two boards works correctly for me on Windows:

Can you try to run the commands individually to see which particular command that is failing ?
I notice you are using ARM Compiler 6, v6.16, i'm using v6.17.
There has been a fix related to the fromelf command, although the error message is a bit different:

[SDCOMP-57351] When processing an ELF format input file with --interleave=source or --interleave=source_only, the fromelf utility could incorrectly report one of the following errors:

    Internal fault: [0x389329:<ver>]
    Internal fault: [0x910ecd:<ver>]
    Internal fault: [0xa052e4:<ver>]

This has been fixed.

We are using the --interleave=source flag when disassembly the image, so could be related.

This means you can also try to disable this feature, to see if it may be a bug in the fromelf tool itself.

When running CMake, add this flag: -DCONFIG_OUTPUT_DISASSEMBLY=n

$ cmake ....  -DCONFIG_OUTPUT_DISASSEMBLY=n
...

and then try to build.
