What happened?

When launching Zen Browser (Flatpak) on Pop!_OS, multiple browser windows reopen—equal to the number that were previously open—despite both "Open previous windows and tabs" and "Continue where you left off" being disabled in the settings.

Each window opens blank (no tabs restored), but all previously open instances return.

Expected behavior

Only a single window should open on startup when session restore settings are disabled.

Actual behavior

Multiple Zen Browser windows reopen at launch, even though: No tabs are restored, Session restore settings are explicitly disabled

Steps to reproduce

  1. Open multiple Zen Browser windows (e.g., 4 or 5).
    
  2. Close all windows via right-clicking the pinned icon and choosing "Close All Windows". 
    
  3. Launch Zen Browser again using the pinned app icon.. 
    
  4. Observe that all previously open windows return.
