Smart format-on-save

Zed could check if a file is formatted when it is opened and enable format-on-save if it is, otherwise disable format-on-save. This would be nice to allowed keeping unformatted files (or formatted with a different formatter or different rules) as they are, but formatting files that are and should remain formatted.
