Tab Bar Optimization: Multi-Row Layout and Resizable Pinned Tabs

When I'm working with multiple files at once, my workflow involves using panels to organize files and terminals. There are files that I need to keep pinned so I don't lose them, which causes the tab bar to limit the available space for displaying non-pinned tabs.

What I implemented is bringing the solution from VS Code: being able to show pinned tabs in another row and/or change the size of the fixed tabs.

Not having these mechanisms makes working with multiple panels and multiple files at once tedious.
