Always read AGENTS.md

Due to huge contexts, agents forget about AGENTS.md instructions. Let's add an optional feature to force agents to read it before every message, file edit or step.

I could be wrong about this, but as far as I know the user rules file (including the AGENTS.md) is included as part of the system prompt, which is sent to the LLM on each completion. See also related discussion in #31239. 👍

Uh, I missed that. For some reason Sonnet 4 straight up ignores my instructions after some time, but it does fix everything when I force it to read the file, so I thought that's the issue. Thank you
