use local reporting-service container as a host for MCloud with CE installer

Let's review all settings and make sure we can organize communication in between containers on single host deployment using container names instead of addresses.

currently to support distributed environments we use ip address. As result it is impossible to use 127.0.0.1 as a host ip at all.
