Kio returns 503 HTTP status for unique key violations (e.g. existing approvals) #42
Description
Kio currently returns the 503 status code for failing DB queries (as SQL is wrapped with Hystrix). This is annoying esp. for unique key violations such as when trying to "overwrite" existing approvals.
