considering remove the requirements.txt and use pyproject.toml directly.

seems we are using pdm as the pkg manager, and pdm does provide the way how to install the dependencies in docker. so the requirements.txt may be duplicated.

and seems like there are some gaps between the pyproject.toml and requirements.txt.
after executing the command pdm sync for the first time of setting up the development env. PyCharm still remind me that there are some missing dependencies.
