Show Offset as a Link for All Messages in Topic Data

For all messages in Topic Data table column Offset should be shown as a link to Side panel.

1. In topics with big messages backend returns only part of messages (not more than 20Mb of original size on disk). In this case when user clicks on Offset Side panel with the message data should be shown.
2. During user scrolling some messages can be deleted by retention. In this case when user clicks on Offset, Side panel with an error should be shown. Error text: "This message can not be shown. It was deleted by retention or some problem exists".
