Consider packaging the packageChecks utilities

The utilities in packages/docusaurus/src/lib/packageChecks.tsx could be useful as a separate package. Personally, I'm trying to make a tool that uses the logic for checking if a package has types or a DefinitelyTyped equivalent.

Related, if I were to copy the functionality from packageChecks.tsx, would I just need to copy the license of this repo?
