Voiceline and Mausic Bug (PC/LAPTOP) #13932

Describe the bug
A bug occurs in the game. To which I assume only occur at PC/LAPTOP devices, cause it has never happened to me this way in Mobile. There is a mod in the game that has voicelines, (Heritage of the Forgotten), the mod has every aspects of voiceline, such as: declaringWar, denounced, tradeRequest, neutralhello and etc. This goes fine for mobile but somehow and somereason it doesnt get triggered at the said devices. (I do not know if this occurs to the other mods that contain voiceline). Another bug regarding audio, is a glitchy frequency hertz like music/ambience, i dont know how this occurs because it got triggered so randomly, encountering this bug is just by chance but not Rare. (My device I used during this bug is a HP Laptop. intel core i3, idk which type of HP)

Steps to Reproduce
Just go windows, download a mod contains a voiceline pack. Hope to god that it will work. as for the 2nd bug, it doesnt get triggered, it works randomly
