Increment version number since de8fef9 #732

Description

Since the introduction of YaCy Packs changed the paths in DATA directory from SURROGATES to PACKS, which is filesystem-level incompatible change, I suggest that version number (and tag/label) would be increased to 1.950 since the commit de8fef9 to clarify the updating process.

I know that @Orbiter suggests abandoning the version numbers and replacing them with commits, but IMHO the version numbers are better human-readable (1.96 is at first glance newer than 1.95) and I would consider keeping these for major changes such as solr version update or other changes, which could break something while upgrading (and could be described in release-info).

Still, people who want to include YaCy in some OS package distribution system, rely on the version tagging as described in #665.
Third party packages, easily to deploy, could help the better YaCy adoption.

I already identified the commits suitable for tagging the releases in: #665 (comment).
