We've had feedback a few times on the use of the name "Time" to specify a time-of-day value.

Should we rename some of the temporal types to more closely match C & Linux APIs?

Rename "Time" to "TimeOfDay", and "DateTime" to "Time"

This change is done and in -- part of the latest 0.4.3 CI build. (The official 0.4.2 went up yesterday.)
