[FR] Persistent Configuration

Add the capability to set and maintain persistent configurations. The following can be added to persistent conf's:
1. Persistent history 
2. Default vault location / startup directory
3. Telemetry (Allow or disallow minimark to send anonymous usage data to xbais.net for research and improvement purposes)
4. Allow or disallow caching of images and remote files called by md documents
