Add a way to view the migration plan in pgroll

To build early confidence in `pgroll`, it'd be nice to introduce a `pgroll plan` or `pgroll migration --dry-run --verbose` workflow that shows what pgroll is about to do (or a dry run of the migration) before applying to production. 

This is a user requested enhancement.
