Implement ConvertBack for EnumToBoolConverter

I implemented the ConvertBack method on the EnumToBoolConverter, to support RadioButtons.

Do I have to do a Test Page in XCT.Sample to submit a PR?

If it's a new feature, just a page inside our Sample app on the Converters folder/namespace will be enough.
