[FEATURE] Maximum winners without closing the line

[x86-39]

With more functionality like mounts, teleports and the fact that lines close after stopping it should be possible to prevent more players from winning, while keeping the line started.
With ln line a_finish_line winners close false and ln line a_finish_line winners close true this should be an option, defaulting to true
