qe-tools: allow using inversion symmetry to reduce kgrid used

if time inversion symmetry, then the set of states at k will be equal to the set of states at -k. This is a factor of 2 convenience upgrade.

much simpler grid reduction technique than other symmetries, and can be easily inverted to recover the full grid.
