Improve appearance of the File Block #6725

Is your feature request related to a problem? Please describe.
The appearance of the File block could be improved. When a file is uploaded, the filename and download button text are flush with the block border, and generally looks disorganised.
Describe the solution you'd like
The UI of the File block could be more aligned with other Media blocks, like the Audio block.
