Unify step list definition

Currently, you can either use:

steps:
    - name: step
      image: xyz

or

steps:
    step:
      image: xyz

Unify this, the arrray-syntax is probably better as it's more powerful.

I'm using only an array syntax so I'm definitely for that otherwise this will break a lot of repo pipelines for me 😅

I'm for having both ...
... I realy like to have slim pipeline configs and maps do that for me.

But lists are more formal for yaml

I would like to decided on one which we can advertise in the docs etc., but to avoid a breaking change for now I would leave both available.
