Add content to text message and email templates for planned disruptions

Back-end to check the date of the disruption. If it's in the future, trigger the new 'planned disruptions' templates. Otherwise, trigger the existing templates.

New templates are to be added to both Campaign monitor (for emails) and Notify (for text messages).
