Should recipes/build-forms & recipes/build-forms-api be merged?

Hi everyone, while modifying the recipes/build-forms page I noticed that recipes/build-forms-api exists and I was wondering if they should be merged. My idea is that if you are trying to find the recipe to build a form you have a version with Actions (PR will be done soon for this) as the first option, and a version with API Endpoints as the second option, all in the same page, obviously explaining the why and how for each.

Let me know if that's something that should be looked at or if the current setup was done for a specific reason. I tried to go back in time (git blames, commits, issues & PRs) to see why it was done separatley and I seemingly couldn't find a reason why. Maybe I missed something, sorry in advance if a discussion existed and I coudn't find it 😁
