Fan either is off or kicks up at 100%

Hello, I am on dietPi and spinned up this container.
However I have noted that whatever I set as fan speed that is > than 0, the fan just turns up at 100%.
even if i set 30=1 which is 30 degress fan at 1%, it goes at 100%. Basically it has just on or off
