offset - whipper.conf / double-digit tracknumbers

I have the "read_offset" for the drive in my whipper.conf. Is it necessary to set this offset again in the commanline? I.e.:
whipper cd rip -o

And my other question: Is it possible to set "%t: track number" always double-digit? I.e.:
"01.Track" instead of "1.Track". Even if there are only 5 tracks...

I think the first answer is sent by the program:
INFO:whipper.command.cd:using configured read offset 6

I think the second is showing in my try to rip a cd: I always get only one output-file:
"00_Hidden Track One Audio.flac"
