Inability to save history is noisy

Complaints about not being about save history because of file permissions problems are getting on my nerves.  We should probably guard them behind env var NIIM_DEBUG_HISTORY or something

We should probably also make sure to chown new history files to $SUDO_USER to mostly avoid this problem in the first place
