[Bug]: devtool cmdline not work

Details

1. rspack build --devtool false does't work, still using default setting 'eval'

2. command line help wrong, should be：
   -d, --devtool devtool [string | boolean] [default: 'eval']

3. devtool properties do not support some options，such as 'eval-cheap-module-source-map'
