Nav bar color

Hi! The StratCom designers recently switched the color naming convention to be il-storm-80 vs il-storm-darker -- to use the colors in the brand color palette we were hoping to get the gray nav bar updated from #E8E9EB to il-storm-90 (#E2E3E3)
