Bug description

On the rules page, there should be a way to re-apply all rules (instead of one at a time).

I have ~30 rules and having to apply each one is annoying.

OK, I'm "feeling lucky" and going to see if we can one-shot a half decent implementation of this. We can craft/review/clean it up later if it is even close to good.

The prompt I gave Open AI Codex:

This financial budgeting tool has "rules" functionality that makes it possible to apply changes according to filters, but the UI only allows to kick them off one-by-one. Add a button next to the "+ New Rule" in the Settings UI that says "Apply All" and runs them all after one single confirmation UI.

Create a branch for it and push a draft PR.

One thing I left out of my 2-sentence one-shot-prompt was that maybe what we need is actually a drop-down for apply all vs. apply all selected (since many rules are probably left around but not meaningful day-to-day and shouldn't be reapplied in bulk.
