Further library maintenance

Hi Bill!

I've noticed that you've stopped maintaining the project lately. There is nothing wrong with that, of course, it's an OSS project.

However, it is in recent months that Telegram has begun to actively expand its business and, accordingly, develop the capabilities of its Bot API. So I'm a bit concerned that the project might start to lag behind these changes.

Hence, I would like to offer you my help as a second maintainer, i.e. a collaborator on this repository with rights to manage issues/PRs and push changes to the main branch. I'm currently heavily involved in developing Telegram bots in Clojure, so my immediate interest is keeping the client library up to date.
