The plan is to make the Dataset Exchange WG a joint working group with the DDI Alliance. A Memorandum of Understanding (MoU) is also in preparation.

Questions on MoU with DDI: Does the DDI Alliance want to just cooperate inside the Data exchange WG or do they want to also publish the specification in their own corner?

Because if they just want to make a W3C spec, we only have to negotiate their access into the W3C System and to organize copyright and patent commitments. If they want to do things in parallel and fork from there, we need to talk about change control.

Is there anything known with respect to those two questions?

yes

no, they are happy with the specs being published by us only -- as long as the DDI Alliance is mentioned in the spec, of course.
