Add new list to the DID Resolution Extensions for tracking DID URL Path parameters

As discussed in the DID Special Topic call 2024-01-08. 

Just as we have a list for query parameters - https://www.w3.org/TR/did-extensions-resolution/#parameters - it would be useful to have a similar list for path parameters in use by specific DID methods and implementations
