Yes. But please note that there are seat limits based on your sponsorship amount. (See https://github.com/vuejs/language-tools/wiki/Organization-Sponsorship-Guide#default-license-allocation)

What about the tiers cost?

When the sponsorship amount is less than $200/mo, each $20/mo is one seat.
For example, if you need 3 seats, your organization can customize the sponsorship to $60/mo.
