How to create a library that depends on @vue/reactivity that works in both vue and other projects

The readme of the @vue/reactivity package specifies clearly that it shouldn't be used together with the @vue/runtime-dom package.

However, I'm trying to create a package that depends on @vue/reactivity which will be used in both a Vue project and a Node project. Is there a way to make this work? Based on how I'm interpreting the readme, this would lead to undesired behavior in the Vue project.
