Attack not having any impact

I added a script with all ntp servers that respond to monlist get requests but it doesn't seem to be doing any damage to my target. I tested it on my server and didn't actually see the ntp respond requests go through. Besides that Scapy only supports Layer 2 and 3 network transportation and not amplification on layer 4 with a respond from layer 7.

Are you sure the server you're attacking from allows forged packets, and doesn't drop them? That could be the issue
